Modern multi-use spaces and new meeting and restaurant facilities were designed for the North Savo Centre for Economic Development, Transport and the Environment Centre (ELY) and Finnvera. The new building was planned between the renovated state office buildings (Martti Melakari, 1954).
To improve the parking arrangements, a separate parking facility was built. The new building block was merged into a demanding urban environment and into a protected town block. The oldest part of the block is the Renaissance Revival style State Provincial Offices (Constantine Kiseleff, 1885) with its annexes.
The building was planned according to the current practice of Senate Properties as an IFC design project. IFC plans were used for the coordination of technical building systems and for acoustic and indoor air simulations.
